His illustrious career is characterized by a series of notable achievements and substantial contributions, underlining his unwavering commitment to refining legislative processes and nurturing bipartisan agreement on a plethora of pivotal national and international matters.
Since assuming the role of Secretary-General of the All-Party Parliamentary Groups (APPGs) in the Bangladesh Parliament in September 2003, Shil has played a pivotal role in maintaining the continuity of significant national policies across varying governmental tenures. His pioneering efforts in establishing APPGs within the Bangladesh Parliament have been groundbreaking, setting a new standard for cross-party cooperation that is essential for the political stability and advancement of the nation.
Shil’s profound impact on public policy is further exemplified by his influential publications. His scholarly works, centered on critical social and environmental challenges, have not only guided policy decisions within Bangladesh but have also captured international attention, underscoring the formidable influence of research and written advocacy in molding public debate and legislative action.
Shil’s publication, “Parliamentarians Can Make the Difference: Neglected Haor Livelihoods,” published in October 2013, is a prime example of his impactful work. This policy research paper brought to light the unique challenges faced by communities in the Haor regions of Bangladesh, leading to heightened awareness and policy action to address these challenges. Another significant publication, “Parliamentarians Can Make the Difference: Pavement Dwellers’ Right to Survive,” initially released in October 2013 and updated in December 2017, focused on the plight of pavement dwellers.
This work was pivotal in advocating for the rights and survival of some of the most vulnerable populations in urban areas, influencing policy changes to improve their living conditions. His research, “Poorest of the poor in urban: Policy ask for political parties & the government,” published in November 2023, addressed the pressing policy needs of impoverished urban populations, further demonstrating his commitment to highlighting and solving critical societal issues.
In April 2016, Shil’s efforts in documenting policy change processes led to the publication of “Catalyzing Policy Change-Process Documentation on APPGs and Concern Worldwide Campaign on ‘Hold the Government Accountable to Adopt and Implement Appropriate Policy to Improve Haor People’s Livelihood and Urban Pavement Dwellers in Bangladesh’.” This publication underscored the influential role of All-Party Parliamentary Groups in policy advocacy for marginalized communities.
Furthermore, Shil was part of the editorial panel for “Climate Change Equity: is it a plan, an aspiration or a fashion statement,” a pioneering report developed in collaboration between the Bangladesh National Parliament and the House of Commons, UK. Published during COP15 in December 2009, this report significantly influenced the national and international policy frameworks on climate and disaster issues in both the UK and Bangladesh. As the lead author of the “Historic Anti-Poverty and Big Stand-Up Rally” parliamentary campaign report, published in 2010, Shil made significant contributions to global anti-poverty efforts.
This report, presented to the United Nations Secretary-General and over 100 heads of states at the 65th United Nations General Assembly, highlighted the collective efforts in combating poverty.
