Yasmin Reema :
The parents kept her name Bachuni. She was growing up with the affection of the parents. The father filled up all her demands according to his ability. She was admitted into a local school. Days were going in this way. But when Bachuni was 11 years old his father died fallen from a six-storied
building while he was working as a rod binder. The family became helpless losing their only earning member. The two elder brothers went away their own ways.
Bachuni’s mother began to do odd jobs from house to house. The
studies of Bachuni stopped. One day Bachuni also engaged in
searching of Bangari. She procured Bangari in whole days and sold these at the shop of Dulal Miah at dusk. She earned Tk 50 to 60 in the whole day. She occasionally became victimised particularly inside the municipal park or
bus-stands whereas the number of Bangari matter found much in these two areas. At this, the mind of Bachuni became worsen. Once she thinks that she will give up this job. But while she thinks of the condition of her mother it is intolerable to her. The decision becomes timid. During this period she tried to work in
quarters some times.
The children are now victims of oppression in different ways. It is sometime the want of security at his/her own house. The news of such oppression is not published. The child grows with mental agony and sorrow by oppression.
The sexual oppression occurred to the children in all stages of the
society. The child may be victim at home, institution, at the house
of relations, by own cousin, near
relation or by home tutors. It is found that in most of the cases the oppressor by other means instead of physical assault, that is, by mental pressure, intimidation, promise to give gift etc. served his purpose
tactfully. Both male and female child of all ages may be victim
sexually. The guardian-less and destitute street children in towns of the country are increasing. Some 75 per cent street children are living in Dhaka city. As the number of the street children is increasing in the country, the concerned officials expressed their anxiousness.
The UNCIEF proclaimed that the state and the person should keep the right of the children. In 1989 in
General Assembly, all the states approved this proclamation. The states promised that all the children would be grown up safely with improved treatment and other rights. The states agreed to save the children from disparity, sexual and commercial exploitation and
terrorism. They also promised to take special care of orphans and child refuges. 150 countries approved the memo no-182 of the child labour (including sexual works). But the news of growing up the children published in daily
newspapers is still a fighter
matter. The tendency of sexual oppression to the children is
increasing. Regarding this,
Professor Masuma M Rashid of social science department says, the moral character of human being is decreasing day by day. No
exemplary punishment has been done of offence. For this also the oppression increased. The moral characters of the immoral persons should be developed. In society, the safety of the girls should be ensured.
With the financial help of UNDP, the Directorate of Social Welfares reported in a survey in six divisions of the country that 4.85 per cent street children are forcibly involved in sexual works, 2 per cent in
homo-sexuality and 2 to 3 per cent are sold out to the prostitutions. For these reasons amongst 9 to 15 years old street children 2 per cent are attacked with complex sexual diseases. The UNICEF brought 3.50 lakh children to earn and learn
projects. They are getting
opportunity for studies by the site of their works. The first essential is the peoples consciousness about children right for the development of the children and materialisation of their rights. In 1994, the government enacted child rules for the development of the children. In the light of this rules the national work programmes have been taken up. The Ministry of Women and Children, UNICEF and other NGOs combined are working in the whole country to create children friendly environment. Meanwhile registration for the children is arranged. Primary
education is compulsory. Thinking about poverty and child labour the arrangement for giving money to the poor families of the poor children has made to ensure the presence of the children in primary school. So many arrangements have been taken up to ensure that no child become
victim for disparity. The clear law was enacted in children act-1974 after liberation to resist cruelty towards children. It is said in this law that if anybody attack, oppress or neglect a child under him and in that if the health of the child is
deteriorated then the responsible person shall be punished with 2-year imprisonment or penalty of Tk 1,000 or punished with both.
The future shall be built up from today’s existing children. So no child should be victimised with the oppression of sex. No child should be mentally shocked by this sad occurrence and in this respect it is our duty to become aware.
